The state program of industrial and innovative development of the Republic of Kazakhstan for 2020 - 2025 (hereinafter - SPIID)

The purpose of SPIID for 2020 - 2025 is the formation of a competitive manufacturing industry of the Republic of Kazakhstan in the domestic and foreign markets.

Baiterek NMH JSC is one of the main operators in implementing such program tasks as increasing production volumes and expanding the range of processed goods that are in demand in the domestic and foreign markets, as well as technological development and digitalization of manufacturing industries.

In particular, Baiterek NMH JSC continues to be the operator of all repayable financial support measures through subsidiaries, whose mandate is to attract resources from external and domestic debt and capital markets to provide preferential loans to manufacturing enterprises. Baiterek NMH JSC will also proactively expand the comprehensive support approach to manufacturing enterprises, adhering to the following principles of financial support:

1) the exclusion of ineffective and unclaimed support measures;

2) reduction of budget financing for state and quasi-state enterprises;

3) reduced funding for support programs that distort market prices and adversely affect the development of the private sector;

4) preferential support for projects co-financed by the private sector, with financing from public funds.

As part of the financial support measures provided, Baiterek NMH JSC will list the priority types of economic activity in strict accordance with the SPIID's focus for 2020 - 2025 (manufacturing and related services).

Tasks

1) deepening industrialization by increasing the potential of industrial entrepreneurship;
2) increasing production volumes and expanding the range of processed goods that are in demand in the domestic and foreign markets;
3) increase in industrial capacity by stimulating the development of basic industries and the implementation of strategic projects;
4) technological development and digitalization of manufacturing industries.

Implementation period

2020-2025 years.

Target indicators

Achievement in 2025 of the following indicators *:
1) real growth in labor productivity in the manufacturing industry by 1.6 times the level of 2018;
2) an increase in the volume of export of manufacturing industry by 1.9 times compared to the level of 2018;
3) the index of the physical volume of investments in fixed assets in manufacturing is 1.6 times higher than in 2018;
4) an increase in the number of operating manufacturing enterprises per 1000 people of the economically active population by 1.5 times the level of 2018;
5) increasing the place in the Economic Complexity Index (Harvard) from 78 to 55 (level from -0.31 points to 0.14 points).

Sources and volumes of financing

The total required expenditures from the republican budget for the implementation of the Program in 2020 - 2025 are 780 797.1 million tenge **, including:
2020 - 146 065.3 million tenge;
2021 - 215,725.1 million tenge;
2022 - 107 896.4 million tenge;
2023 - 107,863.5 million tenge;
2024 - 101 996.9 million tenge;
2025 - 101,249.9 million tenge.

* the implementation of the target indicators of the Program will depend on the volume of financing of the Program for the relevant financial years;
** Amounts will be specified in accordance with the republican budget for the corresponding financial year.
