Born in 1965.

Askar Uzakpayevich graduated from Tselinograd Institute of Civil Engineering, G.V. Plekhanov Russian Academy of Economics with the degrees of a Civil Engineer and an Economist.

He started his career as an installation fitter at "Tselintyazhstroi" Trust.

1996 to 2008 - First Deputy Akim of Astana, Vice-Minister of Transport and Communications, First Vice-Minister of Industry and Trade, Minister of Transport and Communications of the Republic of Kazakhstan, Akim of Astana.

2008 to September 2016 – President of “Kazakhstan Temir Zholy” NC” JSC. Since September 2016 he was appointed as the Chairman of the Board of Directors at “Kazakhstan Temir Zholy” National Company” JSC. Since December 2016 to November 29, 2017 he was a Member of the Board of Directors at “Baiterek” National Managing Holding” JSC.

On September 9, 2016, he was appointed as the First Deputy Prime Minister of the Republic of Kazakhstan, deputizing Bakytzhan Sagintayev, in the Government.

On February 25, 2019, he was appointed to the position of the Prime Minister of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan N. Nazarbayev No. 847.

On February 28, 2019, he was elected as the Chairman of the Board of Directors based on the Order No. 103 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan, R. Sklyar, “On the Composition of the Board of Directors at “Baiterek” National Managing Holding” Joint-Stock Company”.
