The "Damu" Entrepreneurship Development Fund JSC is the financial operator of the "Enbek" Program and provides financing and guarantees for loans / microloans of entrepreneurs in cities and single-industry towns under the direction of “Mass Entrepreneurship Development”.

Purpose

Promoting productive employment and engaging citizens in entrepreneurship

Tasks

Task 1. Training with technical and vocational education, taking into account the needs of the labor market.
Task 2. Short-term vocational training at the request of employers and qualifications and skills that are in demand on the labor market.
Task 3. Training in the framework of the project "Mangіlіk el Zhastary - Industryaga!" ("Serpin").
Task 4. Vocational training of workers under an employment contract, including layoffs.
Training in the basics of entrepreneurship under the "Bastau Business" project.
Task 6. Expansion of microcrediting in rural settlements, small cities, cities and single-industry towns.
Guaranteed loans / microcredits in rural areas and small towns, cities and single-industry towns.
Providing state grants for the implementation of new business ideas.
Task 9. Provision of active measures to promote employment and social vocational guidance for the unemployed and certain categories of employees, determined by the Government of the Republic of Kazakhstan.
Task 10. Increasing labor mobility.
Task 11. Development of a unified digital employment platform.
Implementation of the comprehensive activities of the national project "Zhastar - el tiregi".

Target indicators

By fulfilling the tasks set in the Program, by 2021 the following target indicators will be achieved: 1) the unemployment rate will not exceed 4.8%; 2) the share of labor with basic, secondary, general and primary education in the workforce will be no more than 20%; 3) the share of unproductively employed in other categories of the employed population will be no more than 9.0%; 4) the growth of actively operating small and medium-sized businesses will be 10%.

Sources and volumes of financing

1) funds from the republican budget: 2017 - 40 347 965 thousand tenge; 2018 - 66,364,450 thousand tenge; 2019 - 86,631,960 thousand tenge; 2020 - 82 764 282 thousand tenge; 2021 - 80 042 511 thousand tenge; 2) funds from targeted transfers from the National Fund of the Republic of Kazakhstan: 2019 - 49,200,315 thousand tenge; 3) funds from the local budget: 2017 - 45,038,436 thousand tenge; 2018 - 45 311 093 thousand tenge; 2019 - 45,453,119 thousand tenge.







Program implementation

The results of the Enbek State Program implementation for

development of productive employment and mass entrepreneurship

in 2017-2021

Baiterek Holding’s subsidiaries implement the second leg of the Development of Mass Entrepreneurship Program.

Support to program participants in rural areas and small towns is provided by the Fund for Financial Support of Agriculture (hereinafter – FFSA) (issuing of direct micro-credits, guaranteeing of loans from credit partnerships and microfinance organizations) and the Agrarian Credit Corporation (hereinafter – ACC) (funding of microfinance organizations and credit partnerships). The Damu Entrepreneurship Development Fund (hereinafter – DAMU) funds second-tier banks and issues loan guarantees in cities and single-industry towns.

 

Local executive bodies’ budget loans are issued by the ACC and FFSA on the following terms:

1) loan term – maximum 7 years;

2) interest rate – 0.01% per annum;

3) the implementation period is 12 months.

ACC and FFSA issue loans at the expense of budget loans on the following terms:

1) loan term – maximum 7 years;

2) interest rate – 6% per annum (4% for low-income and/or large families);

3) grace period – no more than one-third of the loan term;

4) the maximum loan amount: in rural areas and small towns – up to 2.5 thousand MCI, for the development of anchor cooperation – up to 8 thousand MCI (1 MCI =2778 tenge).

 

DAMU issues local executive bodies’ budget loans on the following terms:

1) loan term – maximum 7 years;

2) interest rate – 0.01% per annum;

3) the implementation period is 6-12 months (depending on when the loan was issued).

Second-tier banks and microfinance organizations issued loans financed by the DAMU on the following terms:

1) loan term – maximum 5 years;

2) interest rate – maximum 6% per annum;

3) grace period – no more than one-third of the loan term.

4) maximum loan amount: in cities and single-industry towns (except for Nur-Sultan, Almaty, Shymkent, Aktau, and Atyrau) – up to 6.5 thousand MCI; in Nur-Sultan, Almaty, Shymkent, Aktau, and Atyrau – up to 8 thousand MCI.

CREDIT GUARANTEEING

        Under the program, the FFSA provides loan guarantees to microfinance organizations and credit partnerships in villages and small towns. DAMU issues loan guarantees to second-tier banks in cities and single-industry towns. The amount of guarantees for a beginner entrepreneur cannot exceed 85% of the loan/microcredit amount (under the Employment Roadmap for 2020-2021, it cannot be higher than 50% of the loan/microcredit amount). For low-income and/or large families, the amount of guarantees cannot exceed 95% of the loan/microcredit amount.

       For active entrepreneurs and participants in anchor cooperation, who has been registered with the tax authorities in accordance with the law of the Republic of Kazakhstan for more than three years by the time of applying to microfinance organizations, credit partnerships, or second-tier banks for a loan/microcredit, the amount of the guarantee cannot be more than 50% of the credit/microcredit amount.

       The amount of a loan/microcredit subject to guaranteeing cannot exceed 8000 MCI.
