“Leaders of Competitive ability - National Champions” program
“We have long ago talked about the need to launch the “National Champions” initiative to support the companies-leaders of medium business. This is a very important task for us.
They will improve the economy and create a small business around. The packages of financial, methodological support measures and foreign experience should be developed for them.”
About the program
The program "Leaders of Competitiveness - National Champions" was developed under the instructions of the President of the Republic of Kazakhstan Nursultan Nazarbayev outlined in the 62nd step of the Nation Plan “100 specific steps to implement five institutional reforms."
Objective of the program
Assistance in creating of competitive, export-oriented and technological manufacturing industries
Conditions for the participants
To participate in the Program, the Company must meet the following basic criteria:
number of full-time equivalents > 100 FTE;
annual revenue> 300 000 MCI;
technological company according to the OECD international classification;
Kazakhstan equity participation (51% or more);
operation on the market for at least 3 years;
share of the state or quasi-public sector in the authorized capital is less than 50%;
not to be a subsidiary of a large international corporation (joint ventures are allowed in case of Kazakhstan’s equity participation in the capital of 51% or more);
no bankruptcy procedure or liquidation of the enterprise;
availability of an investment project (at the stage of idea or feasibility study).

Specific feature of the program
Within the framework of the Program, the Companies will be provided with a complex of both financial and non-financial support: from the development of a feasibility study by “Kazakhstan Project Preparation Fund” LLP, as well as service and technology consulting from “QazTech Ventures” JSC to individual conditions of concessional financing from “Development Bank of Kazakhstan” JSC, interest rate subsidies and guarantees from “DAMU” Entrepreneurship Development Fund” JSC, use of equity financing instruments of “Kazyna Capital Management” JSC (if necessary), as well as use of support tools of “KazakhExport” Export Insurance Company” JSC.
Support measures will be determined depending on the needs of each Company and the results of selection.
Thus, an individual approach will be applied to each selected participant of the Program and comprehensive support will be provided.
During October to December 2018, a bidding campaign was carried out in the course of which the Holding conducted selection for more than 1 000 manufacturing enterprises. In total, the Holding received 113 applications in regard to projects from 94 companies, which were reviewed in three stages. The key selection criteria were market potential, financial solvency, sustainability of a company’s business model, and the technological feasibility of the investment project.
As a result of comprehensive diagnostics, the Holding selected 10 candidate companies in the fields of mechanical engineering, pharmaceuticals, food and consumer goods industry, and production of building materials. The total amount of planned financing for enterprises will amount to 34.4 bln tenge.
The expected amount of additional revenues from the implementation of the “Leaders of Competitiveness - National Champions 2.0” Program for 2020-2023 is projected at 147 bln tenge level, including about 70 bln tenge planned to be provided through export of products. Thus, each 1 tenge of investments will ensure 3.58 tenge of revenue, and 1.69 tenge of export income, respectively.
