“Business Roadmap 2025” State Program for Entrepreneurs Support

Approved by the Decree of the Government of the Republic of Kazakhstan dated December 24, 2019 No. 968

Damu Entrepreneurship Development Fund JSC is a financial operator of the State Program “Business Road Map -2025” and provides support to SMEs by subsidizing interest rates on loans and guaranteeing loans to second-tier banks in three directions:

1) increasing the accessibility to financing of entrepreneurs, including the development of family entrepreneurship in single-industry towns, small towns and rural settlements;

2) an increase in the volume of manufactured products of the manufacturing industry;

3) preventing the transformation of currency risks into credit risks due to fluctuations in foreign currencies.

Programme objective

Ensuring sustainable and balanced growth of regional entrepreneurship, as well as maintaining existing and creating new permanent jobs

Tasks

1. Increasing access to Finance for entrepreneurs in rural localities, small towns and single-industry towns.
2. Increasing the production capacity of entrepreneurs in rural localities, small towns and single-industry towns.
3. Increase in the volume of manufactured products in the manufacturing industry.
4. The creation of new competitive industries.
5. Preventing the transformation of currency risks into credit risks due to fluctuations in foreign currencies.
6. Information and analytical support for entrepreneurship.
7. Improving the competence of entrepreneurs.
8. Expanding business relationships.

Term of realization

2020 – 2024

Target indicator

By completing the tasks set in the Program, the following targets will be achieved by 2025:
1. Bringing the share of SMEs in GDP to at least 33.8 %.
2. Increase in tax revenues from Program participants by 2 times from the level of 2017.
3. Creation of new 30 thousand jobs by the Program participants.
4. Bringing the share of manufacturing in the GDP structure to at least 13.4 %.
5. Bringing the share of medium-sized businesses in the economy to at least 13.7 %.

Sources and amounts of funding

Budget funds in the amount of 421 421 239 thousand tenge will be allocated for the implementation of the Program in 2020-2024:
1) funds from the national budget:
2020 – 57 926 348 thousand tenge;
2021 – 62 969 704 thousand tenge;
2022 – 56 894 521 thousand tenge;
2023 – 50 516 973 thousand tenge;
2024 – 43 113 693 thousand tenge;
2) funds from the local budget:
2020 – 30 000 000 thousand tenge;
2021 – 30 000 000 thousand tenge;
2022 – 30 000 000 thousand tenge;
2023 – 30 000 000 thousand tenge;
2024 – 30 000 000 thousand tenge.

1. Granting subsidies

JSC "FRP "Damu" in 3 directions of the Program since 2010 subsidized 16,030 projects in the amount of 2,726 billion tenge. (including in 2018, 1,432 projects were supported for a total amount of loans of 173 billion tenge; in 2019, 2,402 projects for a total amount of loans of 154 billion tenge).

The sectoral structure of subsidized projects is dominated by projects in the manufacturing industry (4,400 projects with a total loan amount of 1,255.24 billion tenge), transport and warehousing (3,579 projects totaling 408.86 billion tenge).

Among the regions the leaders are Pavlodar (1,279 projects for a total amount of loans of 187.28 billion tenge) and East Kazakhstan (1,229 projects for a total amount of loans of 177.18 billion tenge) of the region.

2. Guarantee

Guarantees were provided for 7,296 projects for the amount of loans of 291.4 billion tenge, the amount of guarantees amounted to 112.9 billion tenge. (including in 2019, 1,726 projects were supported for a total amount of loans of 74.5 billion tenge, the amount of guarantees amounted to 27.4 billion tenge).

In the sectoral breakdown, among the financed projects, the largest share is occupied by the manufacturing industry, 2,206 projects for a total amount of loans of 103 billion tenge) and trade (1,309 projects for the amount of loans of 32.8 billion tenge).

 

Among the regions the leaders are Aktobe (582 projects for a total amount of loans of 20.5 billion tenge) and Pavlodar (535 projects for a total amount of loans of 21.7 billion tenge) regions.
